Can a company close their doors and not pay the employees for their last 2 weeks of work?

The company my mom works for has decided to close their doors due to a withdrawal of the investors. Therefore the company isn't paying anyone for last week or this week. They will also not be getting their vacation time or any severance pay. I wanted to know the legalities to this. Any advice is appreciated. Thank you in advance.
