How does the Motorcycle License work with a Driver on a Cl C Learners Permit?

Ok my friend has his cl c permit and he has a dual sport motorcycle. He bought plates for it and all that. All he has to do is go to the dmv and take some sort of test and he can ride the bike alone(its a 125cc bike) hope this helps!
