Car blocked in! my rights?

hey i have parked my car in a parking bay and someone has deliberately blocked my car in! there is no way around getting out, i have phoned the police, they said there is no law against blocking people in and the man is apparently out!? what is the legality and my rights? i cant tow or push the car away. Any other ideas? I would greatly appreciate your help, Paul.
