Why doesn't twitter remove the Taliban's account?

I'm a little curious as to the legalities of Twitter letting certain groups such as the Taliban for example , to maintain and use accounts. Is this legal? Does the government not request information as to the ip addresses, etc. of the accounts being used? Why does Twitter allow groups that commit crimes, etc. to tweet and spread propaganda on their site? Just curious..
