What are the best but cheap universities in the field of MTESOL / MTEFL?

I'm Thai, teaching English to young learners in Thailand. I'm graduated BA(Education), major in English. I'm interested in Master of Tesol / Tefl in USA, Australia, Singapore, New Zealand,etc. Where can I study & How much of the course and living? Does any university provide scholarship?
