Indiana Motorcycle Permit?

Ok so . . .I am 16 years & 6 months. I already have a drivers permit for a car and, this summer I am wanting to get my motorcycle permit. According to my local BMV I have to go to Indianapolis,Indiana to get my learns permit. Is this correct ? I thought you could get a learners permit by taking a simple Motorcycle Permit test. Please Help !
