Can my doctor give me permission to get my liscense?

I have nystagmus and failed my eye exam for a permit. I am visually impeared but my doctor has said to me before that my vision is okay enough to get my permit (not so sure on the license) I have a 45 degree slight head tilt and see better with both eyes and a left face turn. I can read road signs and gages on a car just fine, but I couldn't read the super small print on the machine. I have bifocals which I got for driving. If I take the state eye exam with my doctor, can I get my permit? And if I can't, would I have to drop drivers ed (which is a summer course at my high school)
