Can I be held liable for not renting to the first qualified applicant that wants to rent my house?

There is a CA Personal Injury attorney who was first to respond to our ad, second to see and second to say he wants to rent our house. We would rather have the 3rd party, who is also qualified get our home but need to check the legality. Especially since he may or may not chase these types of opportunities. Any help or advice is greatly appreciated.
