Can you renew an expired cdl learners without taking the test again?

As I recall, you have to take the driving portion and the written test again. I let mine expire, but had to make sure I would not be using it again. Even when I had it, I got a notice in the mail that when it came up for renewal I would need to take the written portion for renewal.
